The decision of the State legislature on this matter was sequel to the recommendations adopted by the Assembly on the recent oversight visit of its Committee on Local Government to the 25 Local Government Councils in the State, in order to ensure that Councils Expenditure are in line with the 2023 LGAs Appropriation Law.
Presenting the report of the Committee on Local Government, Community Development and Chieftaincy Affairs, Hon. (Dr). Bello Alhaji Bako, Member Representing Rijau Constituency, informed the House at todays plenary that the Committee embarked on the exercise and interfaced with relevant Stakeholders to ensure due diligence , probity and accountability
The Chairman further explained that the Committee met and resolved that the 25 Local Government Area should forward to the Committee the Following information, Statutory Allocations received by each Local Government from January to November and internally Generated Revenue Collected by each Local Government Councils from January to November which should also include the details of year 2023 budget implementation ( performance) for each Local Government.
Meanwhile, recommendations made by the House Committee on Local Government and adopted by the House include, The Committee recommends that certificate of in cooperation and resident Due Process Certificates / extraction of due process report must be attached in project files embarked upon or executed by the Council.
Resolution of the Councils as required by law should be filed , this will form the basis for raising certificates of payments and measuring the percentage of work in every project .
Bello Bako, informed the House that the Committee observes financial recklessness, misconduct and misappropriation, as it affects revenue and other finances in Rijau Local Area by refusing to Lodge revenue funds into revenue account for the period of four months.
Spending public fund without due regard to laid down procedure ( F&GPC) and Councils approval Sec. 17 (3) of Local Government Law 2021.
Refusing to seek Councils approval for Projects in the Appropriation Law Sec 14 (4) and Sec 17( 2) of Local Government Law 2021 amongst other.
According to the Committee Chairman that when invited the Chairman of Rijau Local Government during it’s oversight exercise the Chairman failed to appear before the Committee with relevant documents to substantiate all the allegation and discoveries made by the Committee.
He added that in view of the aforementioned , the Committee therefore recommend that the Chairman of Rijau Local Government Hon. Danladi Kwambo Uganda be suspended for a period of three months and investigation Committee be instituted to look into the matter while the Vice Chairman takes charge of the Councils as acting Chairman pending the investigation report of the Committee.
At the end of the presentation the Committee’s recommendation was unanimously adopted, and the Speaker, Rt. Hon. Barr. Abdulmalik Mohammad Sarkin Daji Commended the Committee Chairman and Members for a job well done, he then directed the Clerk of the House to transmit the House resolution to the Executive for further action.
